Ahmed Al Khateeb: Connecting Tourism Investment with Delivery

Telescope Editorial
Saudi Arabia’s tourism minister has described growth as a task of coordination, investment and national capability. A new hospitality programme gives that leadership perspective a practical setting.
For Ahmed Al Khateeb, building a tourism sector involves aligning the organisations and people responsible for turning investment into visitor experiences.
In a LinkedIn post published on 3 September 2026, Saudi Arabia’s Minister of Tourism reflected on his participation in the PIF Directors’ Gathering. He identified cooperation, investment, private-sector involvement and national capabilities as foundations of the Kingdom’s tourism development. These are his published views on how transformation happens.
Moving from opportunity to projects
The Ministry of Tourism’s 19 October announcement provides a current example of government coordination with investors. Together with the Ministry of Investment, it announced the first 19 approved projects under the Hospitality Investment Enablers programme, across five tourism destinations.
The programme offers targeted support intended to lower operating costs for approved hospitality developments and improve their commercial viability. The ministry expects this first group to unlock SAR 6.7 billion in investment, add more than 3,000 hotel rooms and create over 17,000 jobs.
Those figures describe anticipated outcomes. The announcement scheduled the first project’s opening for the end of 2026, with the remaining projects entering operation through 2029. Approval therefore marks a stage in development, rather than proof that all rooms or jobs already exist.
Keeping the visitor experience in view
Al Khateeb’s approach also includes the businesses delivering services. At the Saudi Summer workshop reported by the ministry on 13 May 2026, he met investors, operators and service providers to discuss cooperation, service quality and integrated travel products.
That earlier discussion linked destination promotion with the practical work of making a trip easier for visitors. Read alongside his September perspective and the October project approvals, it presents a leadership agenda that spans finance, partnerships and delivery.
For Saudi business leaders, the useful question is how these connected responsibilities are managed as plans move into operation: investment can expand capacity, while the experience offered to visitors depends on the people and organisations delivering it.
